Long Lead-Time RFP

Ontario’s electricity sector continues to see a growing demand into the 2030s and beyond due to increasing industrial demand, data center growth and electrification. To meet these needs while maintaining flexibility, the IESO has taken a multi-pronged approach to secure energy and capacity resources under various term lengths, including the Long-Term 2 RFPs and Medium-Term RFPs.

Alongside other ongoing procurement initiatives, the Long Lead-Time Request for Proposals (LLT RFP) is intended for resources with unique development considerations that require more than five years for project development. Eligible resources include hydroelectric and certain long-duration energy storage technologies. Successful projects will be offered a 40-year contract, aligned with expected resource lifetimes.

LLT RFP Updates

Final documents for both the Long Lead-Time Energy Supply Request for Proposals (LLT(e) RFP) and the Long Lead-Time Capacity Services Request for Proposals (LLT(c) RFP) are posted below and both competitive procurement processes are now active.

All Proponents are reminded that the communications provisions set out in Section 3.5 of the LLT RFPs are now in effect until the conclusion of the LLT(e) RFP and LLT(c) RFP processes, respectively, including, without limitation, restrictions on communications in respect of Excluded Purposes. Failure to comply with these requirements could result in disqualification of a Proponent or revocation of a Proponent’s status under either of the LLT RFPs.

An update was made to the following two Prescribed Forms: 

  1. Evidence of Municipal Support: LLT(c) PF-MS100(v2) (May 6, 2026)
  2. Evidence of Municipal Support: LLT(e) PF-MS100(v2) (May 6, 2026)

The update has been made to the Instructions section, Guidance for Municipalities section and Sections 1-3 of the Prescribed Form. Please note that this change has no impact to the form of resolution itself. Submitting the version of the form posted on February 27, 2026, will not, on its own, invalidate the resolution or be evaluated as failure to meet the requirements of Sec 4.2(a). as applicable of the final LLT(c) RFP or LLT(e) RFP.

The Pre-deliverability Test Intake Form is now available. To request a Pre-deliverability Test, complete the applicable form found within the accordion folders for each procurement stream and follow the submission instructions included in the form. Prospective Proponents seeking pre-deliverability information are required to submit forms according to the following deadlines:

  • Deadline #1 - April 28, 2026 (CLOSED)
  • Deadline #2 - June 30, 2026
  • Deadline #3 - September 9, 2026

Prospective Proponents can now schedule Deliverability Consultations. Interested parties can schedule a meeting directly with the IESO. Please provide a list of questions when booking your consultation. To share further documentation or ask questions about the consultation booking, email engagement@ieso.ca. Deliverability consultations will be offered until two weeks prior to the Proposal Submission Deadline.
