Medium-Term RFP

After more than a decade of strong supply, Ontario is entering a period of emerging electricity system needs which begin mid-decade. To address these needs, the IESO is competitively securing up to 475 MW of capacity through the first Medium-Term RFP (MT I RFP).

In order to address needs in a timely, cost-effective and flexible manner, the IESO developed a Resource Adequacy Framework that sets out how to secure capacity and energy through a variety of competitive processes and timeframes – focusing on meeting reliability needs cost-effectively. This approach also more effectively balances ratepayer and supplier risk.

The 2021 Annual Acquisition Report describes these mechanisms and needs in more detail – including this MT I RFP, that seeks to secure capacity from existing electricity generation or storage resources. The 2022 Annual Acquisition Report provides updated details on the targets and needs.

This MT I RFP represents another step in the IESO’s transition to acquire resources based on their ability to offer services such as capacity, energy and the ability to ramp up and down quickly and not by fuel type.

For this initial procurement, existing resources are best positioned to cost-effectively meet capacity needs emerging mid-decade. It will be followed by other procurements - including a Long-Term RFP to secure new resources and other cadenced Medium-Term RFPs in the future.

Future Medium-Term RFPs will evolve based system needs and will see increased resource eligibility and competition. Procurement design and requirements have been and will continue to be shaped by input from stakeholders through the Resource Adequacy Engagement, as well as other IESO assessments and engagements.

MT I RFP Updates

The MT I RFP Proposal Submission Deadline of April 28, 2022 has passed. The IESO is not accepting any further Proposal submissions under the MT I RFP. The IESO will evaluate submitted Proposal submissions in accordance with Section 4 of the MT I RFP.
