2026-28 Business Plan

As the pace of change accelerates, Ontario’s electricity system will require additional investment to meet growing demand. The IESO’s 2026-2028 Business Plan outlines how the organization will continue to deliver the reliable, sustainable and affordable electricity that Ontario ratepayers rely on. This plan sets clear priorities, including accelerating the build-out of new electricity infrastructure, enabling short-term economic growth and delivering on our core mandate.

Electricity has become a key enabler of the province’s economic policy. The government’s first ever integrated energy plan, Energy for Generations, released in June 2025, highlights this with a vision for the future of Ontario’s electricity system, one that will support economic growth and fuel prosperous communities and businesses. The IESO is entrusted to deliver on key initiatives that underpin this vision, a responsibility that is foundational to this business plan.

2023-27 Interim Year Business Outlook

The multi-year approval process of the IESO’s Business Plan provides revenue certainty for the IESO to plan future years, and it permits flexibility to move work over the planning horizon to achieve the IESO’s corporate strategies and address changing priorities. As part of this business planning approach, the IESO is required to submit an annual update in the form of the Interim Year Business Outlook to the Minister for each fiscal year (i.e., 2023 and 2024) during a business plan cycle for approval.
