Market Manual 12 Amendments, Capacity Auction Quick Takes and Training Webinars

The IESO is helping to prepare organizations interested in the upcoming Capacity Auction, which will be held November 29 and 30, by updating its Capacity Auction training offering. An updated step-by-step Quick Takes guide has been posted to the Capacity Auction web page that shows participants how to complete key 2023 Capacity Auction activities. Organizations are also encouraged to attend one of the training webinars scheduled for August 2 and August 9, 2023. The Market Manual amendments that will formalize the Stream 1 Capacity Auction Enhancements are now posted to the Pending Changes web page as part of Baseline 50.0. The stakeholder input window ends on August 8, 2023. with a window for stakeholder input that ends on August 8, 2023.
Included in these amendments is a slight modification to the availability de-rate methodology for dispatchable loads that was added following stakeholder review of Market Manual 12 in the Capacity Auction Enhancements engagement earlier this year. The descriptions of “hourly bids quantity” and “maximum seasonal energy bid quantity” now include language to limit those values to an amount no greater than the capacity obligation that the resource held during the relevant historical obligation periods. The IESO believes that historical dispatchable load bid amounts in excess of capacity obligations should not be considered when evaluating a resource’s average expected availability, since this extra capacity was not considered available for Capacity Auction purposes.
