New COVID-19 Energy Assistance Program Form Starting May 1

April 29, 2021

As recently announced by the Ministry of Energy Northern Development and Mines, funding has been approved for extensions of the COVID-19 Energy Assistance Program (CEAP) and the COVID-19 Energy Assistance Program – Small Business (CEAP-SB) for the 2021/22 fiscal year.

The new settlement form “COVID-19 Energy Assistance Program – 2021” for utilities will be available for submission via Online IESO starting May 1, 2021 for any applications received on or after April 1. The new form contains fields for both residential and small business claims submissions and a single fund allocation for both programs.

Utilities should continue to use the current CEAP and CEAP-SB forms (i.e. 2020/21 fiscal year) for any claims received on or before May 31, 2021 until the fund allocations are exhausted. Please note that claims should be submitted no later than September 30, 2021. If a utility has exhausted their fund allocation for either or both CEAP and CEAP-SB, they may use the new form CEAP2021 beginning May 1. For more information, please refer to the Ontario Energy Board’s Letter and Guidance document, as well as the IESO Guide to Settlement Claims.
