Evaluation, Measurement and Verification Protocol for CDM Programs Updated

April 15, 2021

The IESO’s Evaluation, Measurement and Verification (EM&V) Protocol has undergone a significant update, the first since it was released more than 10 years ago. EM&V is used to evaluate whether Save on Energy conservation and demand management programs achieve their intended goals and provide value to ratepayers. It also identifies opportunities for program improvements. The IESO protocol is also used by other organizations and jurisdictions as reference for their own evaluation decisions.

The updates, which have been reviewed by stakeholders and are now in effect, include new and revised evaluation methodologies, concepts covering new types of energy-efficiency programming, and features a streamlined, easy-to-read structure and compliance with the Accessibility for Ontarians with Disability Act.
