Updated loss penalty factors now posted

Loss Penalty Factors represent the transmission losses associated with each resource, including generators, loads and intertie connections. Transmission losses occur naturally when moving power from one point to another, due to such factors as heating, energization and magnetization. The loss penalty factors are used in both the pre-dispatch and real-time constrained sequences.
