Update on Technical Panel determinations

The Technical Panel met on February 14 to discuss three proposed market rule amendments and has requested comments from stakeholders on the Prudential Support Obligations, the Minor Rule Amendment Omnibus, and the Real-Time Generation Cost Guarantee (RT-GCG) Program - Cost Recovery Framework.

Following the completion of the 2016 Prudential Framework Review, the IESO proposes to amend the Prudential Support Obligations under the market rules to provide greater demand response prudential reductions to distributors for credit ratings and good payment history, to eliminate the requirement that the IESO pay interest on cash deposits provided as prudential support, as well as other minor updates. This amendment proposal is based on input received through the 2016 Prudential Review engagement initiative. Stakeholders are asked to provide comments by March 2 on the related market rule amendment proposal – MR-00430-Prudential Support. Comments can be sent to rule.amendment@ieso.ca.

The Panel determined that the proposed changes outlined in the Minor Amendment Omnibus amendment submission warrant consideration and requested comments from stakeholders on the proposed rule amendments. These amendments correct cross-references throughout the market rules, remove redundancy and clarify procedures related to the de-registration of registered facilities. Stakeholders are asked to provide comments by March 2 on the related market rule amendment proposal – MR-00429-Minor Amendment Omnibus 2017. Comments can be sent to rule.amendment@ieso.ca.

The IESO provided an update to the Panel on the RT-GCG Program engagement initiative and market rule amendment proposal. After discussion, a majority of the Panel requested comments from stakeholders on the updated proposed rule amendments. This rule amendment proposes to change the market rules to enable a new cost recovery framework for the RT-GCG program. The changes are expected to increase the transparency of costs eligible to be submitted by market participants for recovery under the program, as well as reduce the scope and frequency of audits. Stakeholders are asked to provide comments by March 2 on the related market rule amendment proposal – MR-00425-RT-GCG Cost Recovery Framework. Comments can be sent to rule.amendment@ieso.ca.
