Settlements Implementation of MR-00423 Limiting Constrained-Off CMSC at the Interties

The August 27 IESO Bulletin notified readers that the IESO Board has approved the Limiting Constrained-Off Congestion Management Settlement Credits (CMSC) at the Interties (MR-00423) market rule amendment.
This will be implemented through an automated system solution on November 30. Upon completion of the system automation, the IESO will retroactively reverse all applicable CMSC payments to the MR-00423 with an effective date of September 18. The IESO will continue the current process of reversing the CMSC in the Northwest region as a manual line adjustment until MR-00423 is fully automated.
This amendment limits constrained-off CMSC for all intertie transactions. Specifically, market participants who are offering to inject or withdraw energy over an intertie shall not be eligible for CMSC payments where the transaction is constrained-off in the final pre-dispatch run prior to the dispatch hour.
