Long Lead-Time Request for Proposal has Launched

The IESO’s Long Lead-Time Request for Proposal (LLT RFP) has launched, and final procurement documents are posted.

This procurement is a key step in ensuring Ontario has the reliable, affordable and clean electricity system needed to support economic development and the increasing electrification of the economy, while planning for the province’s long-term energy future. The LLT RFP is structured as two separate procurement streams: one for energy-producing resources and one for capacity resources. The energy stream, which is open to new-build hydroelectric resources, will aim to procure up to 1 terawatt-hour of annual generation. The capacity stream, which is targeting long-duration energy storage, including pumped hydro, will aim to procure up to 800 megawatts. Successful projects will be awarded a 40-year contract.

The proposal submission deadline for both streams is Thursday, November 26.

Engagements with stakeholders and communities related to the design of the LLT RFP began in April 2025. The final design incorporates feedback from prospective participants, resource developers, municipalities, and Indigenous communities. The IESO extends its gratitude to everyone that has taken part and contributed to ensuring this procurement reflects stakeholder and community needs.

Communities play a key role in deciding to host electricity projects and to manage local development approvals. Similar to the approach with the Long-Term 2 RFP, the support of a municipality is required where the project is located within municipal boundaries, and the procurement will encourage economic partnerships with Indigenous Communities.
