Regulation Service Request for Proposals

Resource Acquisition

Regulation service is an ancillary service that the IESO contracts to help ensure the reliable operation of the power system. Regulation provides frequency support to ensure electricity supply and demand are balanced on a second-to-second basis.

The 2026 Annual Planning Outlook identified a need for 30 MW of incremental regulation service beginning in 2027, increasing to 110 MW by 2034. Near term needs are expected to be met through bilateral negotiations with existing generators. To cost-effectively acquire incremental regulation capacity to meet needs emerging in 2030 and beyond, the IESO is engaging on the introduction of a competitive process, the Regulation Service Request for Proposals (RS RFP). This new procurement process is expected to offer regular opportunities for generation and storage resource owners to compete and secure contracts to provide this important ancillary service. The RS RFP engagement plan outlines the objectives, approach, timeline and considerations for engaging stakeholders and conducting outreach to other targeted audiences throughout the development of the procurement. This engagement plan may be subject to review and updates as the process evolves.
