Update to Procurement Submission Fees

Resource Acquisition

The IESO is proposing updates to the submission fee structure for procurements conducted under its Resource Adequacy Framework and its Transmitter Selection Framework (TSF). These changes are intended to reflect the increasing complexity and administrative effort involved in evaluating submissions for energy, capacity, and ancillary services procurements, as well as the anticipated requirements for future transmission procurements.

The proposed approach includes increasing the maximum allowable submission fee for energy, capacity, and ancillary services procurements and introducing a tailored fee framework for the TSF. These updates are informed by proposal evaluation cost data from recent procurements, jurisdictional benchmarking, and the need to ensure appropriate cost recovery.

Following stakeholder engagement, the IESO intends to submit proposed changes to the procurement submission fees to the Ontario Energy Board (OEB) for approval.

Stakeholders are invited to provide feedback on the proposed fee structures, including their design, equity considerations, and alignment with best practices in other jurisdictions.
