Technical Panel Requests Feedback on Market Rule Amendments and Terms of Reference

The Technical Panel is requesting feedback on two sets of market rule amendments, and proposed changes to the Technical Panel Terms of Reference.
- Chapter 3 Market Rule Amendment Process Refresh (MR-00492-R00): This proposal updates the market rule amendment process specified in Chapter 3, section 4 of the market rules.
- Technical Panel Terms of Reference: As part of the Chapter 3 Market Rule Amendment Process Refresh, conforming updates to the Terms of Reference are proposed. The changes would remove provisions that duplicate requirements already contained in the market rules or market manuals.
- 2026 Capacity Auction Enhancements (MR-00493-R00): This proposal amends the market rules to update the in-period cleared Unforced Capacity Adjustment Charge when a notice of disagreement if filed and revises the Emergency Activation Payment formula in limited circumstances.
Comments on the amendment proposals and Terms of Reference are due by July 31.
