Evaluation Reports Tell the Story of CDM Effectiveness

Evaluation reports for conservation and demand management (CDM) programs that were in market during 2022 have now been published to the IESO website. Also available are Key Findings and Recommendations Reports for each program. These documents provide verified energy and demand savings as well as identify opportunities for improvement for the Save on Energy programs evaluated.
The 2021-2024 CDM Framework achieved 367.7 GWh of net verified energy savings and 48.5 MW of net verified peak demand savings during its first two years of implementation thtat will persist to 2026. The Interim Framework, which was in effect between April 1, 2019 and December 31, 2020, continues to deliver cost-effective energy and demand savings, producing savings of 1.0 TWh and 151.1 MW persisting to 2022.
Evaluation processes provide confidence that energy efficiency is a reliable resource for system planning that persists on average for more than 10 years. At less than three cents per kilowatt-hour, energy efficiency is one of Ontario’s most cost-effective and enduring energy resources.
