Update on Existing Class A Eligibility for 2021 ICI Adjustment Period

Guidance was recently provided by the Ontario Energy Board to Local Distribution Companies (LDCs) for the Industrial Conservation Initiative (ICI) adjustment period beginning July 1, 2021. The guidance document clarifies that although an existing Class A customer’s peak demand factor (PDF) for that adjustment period is determined based on the May 1, 2019-April 30, 2020 base period, the customer’s eligibility for Class A is determined based on the May 1, 2020-April 30, 2021 base period.

Existing Class A customers must meet all eligibility requirements before carrying forward their PDF. New ICI participants are not affected by this clarification since their eligibility and PDF will need to be calculated based on their consumption during the May 1, 2020-April 30, 2021 base period. LDCs will have the opportunity to provide their updated Class A information on the Coincident Peak submission form from June 15-30.
