Update on CSMC Recovery from Dispatchable Loads

A market rule amendment proposal to enable the recovery of inappropriate Congestion Management Settlement Credits from Dispatchable Loads was adopted by the IESO Board of Directors at its March 10 meeting and is currently planned to take effect on April 6, 2021.

This amendment enables the recovery of inappropriate congestion management settlement credit payments from Dispatchable Loads when those payments are a result of actions taken to prevent endangering the safety of any person, equipment damage, or the violation of any applicable law.  The amendment proposal (MR-00447-R00) and Board reasons for adopting the amendments are available on the proposed market rule amendment webpage.

In order to implement this change, an interim market document change (IMDC-69) is required to reflect the new process in Market Manual 5: Part 5.5 on April 6. Stakeholders can review the changes on the Pending Changes webpage and can provide comments by March 24th to pending.changes@ieso.ca.
