Proposed amendments for storage facilities Global Adjustment treatment

The Ministry of Energy is proposing to amend Ontario Regulation 429/04 in order to define energy storage in the regulation. Proposed amendments have been posted on Ontario’s Regulatory Registry for comment and include:
- Providing a definition for energy storage, and adjusting the treatment of the Global Adjustment (GA) for Class B energy storage facilities; and,
- Allowing certain Class B energy storage facilities with an average monthly peak demand under 1MW to remit GA only on net consumption.
The proposed regulatory amendments would take effect on July 1, 2018.
The government’s recently issued Long-Term Energy Plan (LTEP) also requested that the IESO work with stakeholders to identify potential obstacles to fair competition for energy storage with other technologies in the delivery of services.
