Technical Panel determines two Market Rule amendments warrant consideration

The Technical Panel met on February 24 and determined that the following amendment submissions warrant consideration:

· MR-00414: Limiting Congestion Management Settlement Credits During Ramp-Down

This submission proposes to amend the market rules to limit self-induced congestion management settlement credit (CMSC) payments to generators when ramping down to come off-line.

This proposal is based on stakeholder consultations as part of SE-111: Review of Generation Guarantee Programs.

· MR-00416: Demand Response Auction

This submission proposes to amend the market rules in order to implement a Demand Response (DR) Auction mechanism that will replace the former Ontario Power Authority's expiring DR contracts and allow for future competitive procurement and development of DR in Ontario. This amendment will address the following DR Auction elements: eligibility and registration, parameters, performance obligations and settlements.

This proposal is based on the DR Auction stakeholder engagement.
