IESO Receives Directive to Launch Toronto Third Line Procurement

The IESO has been directed to launch the Toronto Third Line Request for Proposals (RFP) to construct an underwater high-voltage direct current transmission line – the first of its kind in Ontario – between Bowmanville and Toronto.

Toronto is growing, with new housing, businesses, electric vehicles and transit projects across the city increasing energy demand, and is expected to double its electricity use by 2044. The Toronto Third Line project is expected to accommodate growth and keep pace with rising demand across the Greater Toronto Area, enhance grid reliability and resilience, as well as diversify supply that in turn can support affordability.

The Toronto Third Line RFP will leverage competition to drive cost-effectiveness and secure an experienced transmitter to develop and construct the underwater line, which will ensure the best ratepayer value and promote Indigenous economic participation while supplying Toronto’s energy needs and supporting economic growth reliably, affordably and sustainably.
