Final Report Posted - Increasing Transfer Capacity Between Northern and Southern Ontario

September 25, 2025

The Northern Ontario Bulk Plan was initiated in June 2024 to address transmission congestion between northern and southern Ontario; support growing demand in the north driven by economic development; and enable siting of additional generation by increasing the amount of electricity that can transmit throughout the province.

To meet the province’s growing needs, the plan is recommending the construction of a new 270 km transmission line between Sudbury and Barrie to be in service by 2032; and preservation of a right-of-way for a potential second transmission line to support future growth and generation development. These actions will increase capacity from the south to the north by 1,500 MW, which is equivalent to the summer peak demand of Ottawa; and increase transfer capability from the north to the south by 1,000 MW, which is equivalent to the winter peak of Windsor-Essex.
