Forecasting and Planning
The Ontario energy market is emerging from a sustained period of surplus conditions, and is beginning to see a capacity need take shape. With supply conditions tightening, the IESO sees an opportunity to review and challenge the existing thinking and approach to adequacy assessments. There is a balance to be struck between being appropriately conservative in the approach, while also considering value to ratepayers. This review effort will entail examining the specific areas mentioned with the NPCC Reliability Standard, Directory 1 (Design and Operation of the Bulk Power System).
Through this engagement, the IESO will provide stakeholders with information on our internal review of planning assumptions related to resource adequacy. The engagement will outline how the IESO meets Reliability Standards, and identify areas where we may have an opportunity to reconsider our assumptions. As an initial step of this review, the IESO proposes two areas of discussion: 1) evaluate the appropriate level of non-firm imports to be used in the resource adequacy analysis, and 2) examine generator contingency allowances to ensure they are appropriate for today’s fleet.
Stakeholders are invited to provide feedback on the areas to prioritize, as well as on the methodology and assumptions. We would also like to understand the potential impacts of the proposed changes on participant’s businesses (outage planning, investment decisions, etc.).
