Update on Technical Panel determinations

 The Technical Panel met on March 21 to discuss three proposed market rule amendments. The Panel recommended that the IESO Board of Directors consider rule changes; to Prudential Support Obligations, within the Minor Rule Amendment Omnibus 2017 and to the Real-Time Generation Cost Guarantee Program Cost Recovery Framework, when it meets on April 12. 

The Panel unanimously recommended that the Board of Directors consider the proposed rule amendments for the Prudential Support Obligations. The proposed amendments to this market rule provide greater demand response prudential reductions to distributors for good credit ratings and good credit history, eliminate the requirement that the IESO pay interest on cash deposits provided as prudential support and update existing cross-references and provide true-ups related to affiliate guarantees and credit ratings.

The Panel also unanimously recommended that the Board of Directors consider the proposed rule amendments within the Minor Amendment Omnibus 2017, which contains a collection of minor amendments that relate to a number of different areas of the market rules, submitted as a single omnibus package. These amendments correct cross-references, remove redundancy and clarify procedures related to the de-registration of registered facilities.

A majority of the Panel voted to recommend that the IESO Board of Directors consider proposed rule amendments to the Real-Time Generation Cost Guarantee Cost Recovery Framework. The changes to the cost recovery framework are designed to increase the transparency of costs eligible to be submitted by market participants for recovery under the program, as well as reduce the scope and frequency of audits. The amendments will also clarify the planned maintenance costs that are eligible for recovery under the program.
