Evaluation, Measurement and Verification
In order to ensure that Save on Energy programs achieve their intended goals, provide value for ratepayers and identify opportunities for improvement, the IESO measures electricity savings and demand reductions from each program in market. In general, program evaluations include market assessments, process evaluations, retrospective outcome/impact assessments and cost-benefit evaluations.
The 2015 to 2020 Conservation First Framework requires that all programs maintain a positive cost-benefit result with exceptions for Low-Income and Education Programs - such as the Energy Manager and Audit programs that encourage energy efficiency practices in Ontario's businesses. The cost-benefit results are key outcomes of the Evaluation, Measurement and Verification (EM&V) and demonstrate the value of conservation investments.
EM&V relies on a variety of data collection and analytic methods such as equipment metering, billing data analysis, and surveys and plays a vital role in the planning and operation of Conservation Demand Management programs overseen by the IESO. It also provides an understanding of the value of investments in conservation and energy efficiency. These results are used by decision-makers, system planners and program administrators to develop long term demand/supply plans, maximize program performance, and determine whether energy savings and demand reduction targets are being met.
Since 2008, the IESO’s Evaluation, Measurement and Verification (EM&V) group has conducted annual evaluations of Save on Energy electricity conservation and demand management programs. The reports below are produced in accordance with IESO EM&V Protocols and Requirements and present energy and demand savings as well as recommendations for program improvements. The IESO will also make its responses to the recommendations for program improvement available on this web site.
