The Emergency Load Reduction Program (ELRP) will commence on June 20th, 2006. ELRP is an important reliability initiative that creates incentives for electricity consumers to help address Ontario's power system reliability needs.
ELRP is available to consumers with emergency back-up generators, aggregators, embedded loads and current wholesale market participants. When the IESO foresees an emergency event, ELRP participants can choose to offer a specific MW commitment to reduce load. In exchange for this commitment, participants will be paid a stand-by payment of $15 per MW per hour until activated, and if activated, participants would be paid up to $600 per MW per hour (or the hourly Ontario energy price, if higher) for actual load reductions.
ELRP is expected to be an ongoing feature of the IESO-administered market and as such, there is no deadline for ELRP applications. In support of ELRP, the registration section of the Market Participant Interface (MPI) will be modified by June 15th, 2006 to include a new field called 'ELRP MW Capacity'. This new field will store the maximum registered MW load reduction capacity for an ELRP facility and will appear on the 'Facility Information - View' screen. This change will not otherwise impact Market Participants.
