Information on DACP Settlement Charges

The day-ahead commitment process (DACP) introduced new settlement charges to market participants in 2006. The DACP was modified in October 2011 resulting in settlement changes. The first settlement statement for new DACP was issued on October 27, 2011 for trade date October 13, 2011. Based on the type of market participant, here is a list of the new or modified DACP charge types and their descriptions that you may see on your settlement statements.

  • based on pro-rata share of AQEW/SQEW for money collected from intertie transactions that fail in real-time for reasons within the market participant's control
  • the total rebate amount will be the sum of day-ahead import failure charges; day-ahead export failure charges; real-time import failure charges; real-time export failure charges, and day-ahead linked wheel failure charges
  • the rebate may or may not appear on a preliminary settlement statement depending on the presence of intertie failure charges for the corresponding trade date
  1550 Day-Ahead Production Cost Guarantee Recovery Debit Daily
  • based on pro-rata share of AQEW/SQEW for money paid to generators under the Day-Ahead Production Cost Guarantee (DA-PCG)
  • the charge may or may not appear on a preliminary settlement statement depending on the presence of DA-PCG charges for the corresponding trade date
  1560 Day-Ahead Generator Withdrawal Rebate Daily
  • based on pro-rata share of AQEW/SQEW for money collected from generators who cannot complete their day-ahead schedule of record for reasons within their control
  • the rebate may or may not appear on a preliminary settlement statement depending on the presence of generator withdrawal charges for the corresponding trade date
  1188 Day-Ahead Fuel Cost Compensation Debit Monthly
  • recovers certain fuel costs incurred by generators as part of the DACP
  • may only occur occasionally, as generators can only make claims under certain circumstances
  • if appropriate, this charge will always appear on a month end settlement statement
Dispatchable Generators 1133 Day-Ahead Generation Cost Guarantee (DA-GCG) Payment Hourly
  • this credit to generators is discontinued after trade date October 12, 2011, replaced by the Day-Ahead Production Cost Guarantee (DA-PCG)
  1138 Day-Ahead Fuel Cost Compensation Credit Hourly
  • a credit to generators to specifically recover certain fuel costs incurred by generators when de-committed by the IESO to maintain reliability
  • the value on a settlement statement represents the costs submitted on Form 1654, 'Fuel Cost Compensation'.
  1500-1504 Day-Ahead Production Cost Guarantee Payment Hourly
  • a credit to eligible generators that guarantees cost recovery when dispatched to produce in the real‐time market as committed in DACP
  • consists of five components:
    1. Shortfall in payment for day‐ahead scheduled energy that is dispatched in real‐time
    2. Value of arranging day‐ahead scheduled energy that is not dispatched in real‐time
    3. Income from real‐time CMSC associated with the day‐ahead scheduled energy
    4. Net income from real‐time OR for MWs up to the day‐ahead schedule not dispatched in real‐time
    5. Start‐up Costs
  1505 Day-Ahead Production Cost Guarantee Reversal Hourly
  • reverses the net DA-PCG components for a DA-PCG event where the net of the DA-PCG components indicates a payment by the generator
  1510 Day-Ahead Generator Withdrawal Charge Hourly
  • a charge to a generator that withdraws from a schedule committed in DACP for reasons that are within the control of the generator
Importers and Exporters 1130 Day-Ahead Intertie Offer Guarantee Settlement Credit Hourly
  • this credit is discontinued after trade date October 12, 2011, replaced by the Intertie Offer Guarantee Settlement Credit
  130 Intertie Offer Guarantee Settlement Credit – Energy Hourly
  • this credit is discontinued after trade date October 12, 2011, replaced by the Intertie Offer Guarantee Settlement Credit
  1131 Intertie Offer Guarantee Settlement Credit Hourly
  • this credit combines Day-Ahead Intertie Offer Guarantee (DA-IOG) with the Real-Time Intertie Offer Guarantee (RT-IOG)
  • the DA-IOG gives importers a guaranteed cost recovery when real-time revenue is insufficient to cover day-ahead as-offered costs to provide energy that was committed the day-ahead and actually flowed in the real-time market
  • the RT-IOG gives importers a guaranteed cost recovery when real-time revenue is insufficient to cover pre-dispatch as-offered costs to provide energy that was committed one hour ahead and actually flowed in the real-time market
  • the DA-IOG and RT-IOG are subject to an off-set process that reverses IOG payments to import transactions associated with “implied wheel” positions, schedules either day-ahead or in real-time, where no net power is provided to the Ontario market
  • imports associated with linked wheels are exempt from this credit
  135 Real-Time Import Failure Charge Hourly
  • applies to an import scheduled in pre-dispatch that does not flow in real-time and does not have a 'bona-fide or legitimate' reason for the failure
  • this charge uses a Price Bias Adjustment Factor in the settlement calculation
  • linked wheel transactions scheduled in day-ahead are exempt from this charge
  136 Real-Time Export Failure Charge Hourly
  • applies to an export scheduled in pre-dispatch that does not flow in real-time and does not have a 'bona-fide or legitimate' reason for the failure
  • this charge uses a Price Bias Adjustment Factor in the settlement calculation
  • linked wheel transactions scheduled in day-ahead are exempt from this charge
  1134 Day-Ahead Linked Wheel Failure Charge Hourly
  • applies to a scheduled day-ahead linked wheel transactions that do not flow in pre-dispatch and do not have a 'bona-fide or legitimate' reason for the failure
  • this charge uses a Price Bias Adjustment Factor in the settlement calculation
  1135 Day-Ahead Import Failure Charge Hourly
  • applies to a scheduled day-ahead import that does not flow in pre-dispatch and does not have a 'bona-fide or legitimate' reason for the failure
  • import leg of linked wheel transactions scheduled in day-ahead are exempt from this charge
  1136 Day-Ahead Export Failure Charge Hourly
  • applies to a scheduled day-ahead export that does not flow in pre-dispatch and does not have a 'bona-fide or legitimate' reason for the failure
  • export leg of linked wheel transactions scheduled in day-ahead are exempt from this charge
  1137 Intertie Offer Guarantee Reversal Hourly
  • this credit is discontinued after trade date October 12, 2011, replaced by the Intertie Offer Guarantee Settlement Credit
  1139 Intertie Failure Charge Reversal Hourly
  • this charge is discontinued after trade date October 12, 2011
