The IESO is seeking feedback from stakeholders regarding its proposal to use extreme weather conditions to assess planned outages that affect resource adequacy. The proposed changes are expected to increase accuracy in the way the IESO conducts planned outage scheduling which will in turn, improve the resource adequacy and reliability outlook, as well as increased certainty for generators. The proposed criteria is equal to -2,000MW of Reserve Above Requirement (RAR) under extreme weather conditions as is defined in the 18-Month Outlook Methodology document and 18-Month Outlook.
The following improvements to the IESO’s resource adequacy modelling parameters have already been made to increase accuracy over the planning horizon:
Thermal generating unit capability during normal and extreme weather conditions
Hydroelectric capability during low water conditions
Import availability during extreme weather conditions
