The following is a list of all active engagements, together with upcoming events.

Active Engagements Summary Status Date
2019 Conservation Achievable Potential Study

The IESO and the Ontario Energy Board will be conducting an integrated electricity and natural gas conservation achievable potential study (APS) to be completed by June 2019. The study will identify and quantify energy savings (electricity and natural gas), GHG emission reductions and associated costs from demand side resources for the period from 2019-2038. An Advisory Group will be established to help develop the study.

Capacity Auction

The IESO is committed to working with stakeholders to explore and implement competitive mechanisms, such as auctions, to secure the products and services it requires to operate the grid reliably and efficiently now and into the future. Aligned with our commitment to increase competition, the IESO is proposing to adopt a phased approach to evolve the Capacity Auction while taking into consideration the unique nature of Ontario’s electricity system.

Customer Reliability Review

The IESO is planning to review and report on the technical criteria used to assess customer reliability and supply security in order to identify and evaluate options for local area enhancements.

 

Development of an IESO Competitive Transmission Procurement Process

The IESO invites feedback to aid in the development of an IESO competitive transmission procurement process. During the development of this process, the IESO will seek feedback from a broad spectrum of parties with an understanding of transmission procurement and/or transmission development, whether in Ontario or in other jurisdictions, or those parties with an interest in participating in Ontario’s competitive transmission procurement process.

Energy Storage Advisory Group

The Energy Storage Advisory Group will perform an advisory role to support and assist the IESO in evolving policy, rules, processes and tools to better enable the integration of storage resources within the current structure of the IESO-administered market.

Formalizing the Integrated Bulk System Planning Process

The IESO is seeking feedback from communities and stakeholders on the design of a formal integrated bulk system planning process.

 


Improving Accessibility of Operating Reserve

The IESO intends to discuss and seek feedback from stakeholders on an issue related to Operating Reserve (OR), whereby the amount of OR scheduled is not fully accessible.

Innovation and Sector Evolution White Paper Series

The IESO intends to develop and release a series of white papers called the Innovation and Sector Evolution White Paper Series. These white papers are intended to support the creation of a shared, fact-based understanding of emerging economic, technical, environmental, and social issues, opportunities and trends.

Integrated Regional Resource Plan - Hamilton Sub-Region

A new regional planning cycle is underway for the Hamilton sub-region. An Integrated Regional Resource Plan (IRRP) for the sub-region is anticipated to be completed in Q1 2019. This engagement initiative will provide interested parties with an opportunity to offer input for consideration into the development of the IRRP.

Integrated Regional Resource Plan - Kitchener-Waterloo-Cambridge-Guelph

A new regional planning cycle is underway for the Kitchener-Waterloo-Cambridge-Guelph region. This engagement initiative will provide interested parties with an opportunity to offer input for consideration into the development of the Integrated Regional Resource Plan (IRRP). The next IRRP for the region is anticipated to be completed in Q2 2020.

Integrated Regional Resource Plan - Toronto

Regional electricity planning is underway for the Toronto region. As part of this process, an Integrated Regional Resource Plan (IRRP) is expected to be completed in early Q3 2019. This engagement initiative will provide interested parties with an opportunity to learn more about electricity planning activities undertaken for the Toronto region and offer input for consideration into the recommendations that will be outlined in the IRRP.

Integrated Regional Resource Plan - Windsor Essex

A new regional planning cycle is underway for the Windsor-Essex region. This engagement initiative will provide interested parties with an opportunity to offer input for consideration into the development of the Integrated Regional Resource Plan (IRRP). Targeted for completion in Q3 2019.

The call for nominations for the Kingsville-Leamington Local Advisory Committee (LAC) is now closed and committee membership has been posted. More information can be found on the Windsor-Essex engagement webpage, including materials from a webinar held on November 15 to launch broader engagement in the region, and LAC meeting materials.

The next IRRP for the region is anticipated to be completed in Q4 2019.

Integrated Regional Resource Plan Ottawa Area Sub Region

A new regional planning cycle is underway for the Ottawa Area sub-region. This engagement initiative will provide interested parties with an opportunity to offer input for consideration into the development of the Integrated Regional Resource Plan (IRRP) which is anticipated to be completed in Q2 2019.

Market Development Advisory Group

The Market Development Advisory Group (MDAG) which will support IESO efforts to evolve the Ontario electricity market, beyond the Market Renewal Program, to cost-effectively ensure reliability in the near and longer terms.

Market Renewal - Day-Ahead Market

The IESO is working with stakeholders to design and develop a financially-binding Day-Ahead Market that will provide market participants with price certainty ahead of real-time, increase operational certainty for both market participants and the IESO, and reduce out of market payments.

Market Renewal - Enhanced Real-Time Unit Commitment

The IESO is working with stakeholders to design and develop an Enhanced Real-Time Unit Commitment (ERUC) program that will improve the efficiency of unit commitments in the intra-day timeframe by taking into account all resource costs in commitment decisions. ERUC will also improve commitment decisions overall by optimizing over multiple hours rather than solving for each hour independently.

Meeting Ontario's Capacity Needs: 2020-2024

The IESO is evolving the demand response auction (DRA) into a broader and more competitive capacity acquisition mechanism to address emerging capacity needs as some long-term power supply contracts expire. The IESO will seek to inform and gather feedback from stakeholders on the development of this capacity acquisition mechanism.

Non-Emitting Resource Request for Information

This Request for Information (RFI) is being issued by the IESO to assist in the gathering of information required to better understand how non-emitting resources can participate in current and future IESO markets in order to contribute to a reliable electricity system in Ontario, today and tomorrow.

Planning Outlook

The IESO is launching a new engagement initiative on the development of a Planning Outlook. The Planning Outlook is part of our efforts to build transparency into our planning processes by providing updated information to the market to enable more informed decisions. There will be opportunities in the engagement to provide feedback on components of the Planning Outlook and for the sector to learn more about IESO planning processes.

Power-to-Gas Request for Expression of Interest

The IESO seeks feedback on a draft Request for Expression of Interest (RFEI) that will examine different Power to Gas (P2G) technologies available and their applications, as well as their associated technical and operational characteristics. Through this initiative, the IESO will also identify options for pilot projects.

Regional Planning Review Process

The IESO is seeking feedback from stakeholders and communities to consider lessons learned and findings from the previous cycle of Regional Planning and other regional planning development initiatives, such as pilots and studies.

Regional Planning - GTA West

Regional electricity planning in the Greater Toronto Area (GTA) West region is underway. This engagement initiative will provide interested parties with an opportunity to offer input for consideration into the draft scoping assessment.

 

Transmission Assets End of Life

The IESO will be seeking feedback from stakeholders and communities on a draft process for collecting information on asset end-of-life, or expected service life from transmission asset owners. The draft process also identifies a set of criteria for determining if an asset replacement need may benefit from consideration in a bulk or regional planning processes.

 

Market Renewal - Incremental Capacity Auction

The ICA Project will develop an enduring market-based mechanism that will secure the capacity needed to ensure Ontario’s resource adequacy needs are met cost effectively. The IESO encourages all stakeholders in Ontario's electricity sector, or their representatives, with an interest in this initiative to participate in this engagement.

Market Renewal – Single Schedule Market

The IESO invites stakeholders to participate in and provide feedback on the design and development of a single-schedule energy market. This initiative will consider fundamental market design issues and changes; it will be of interest to all IESO market participants and related stakeholders.

Market Renewal

Stakeholders are invited to participate in and provide feedback on the development of a work plan for renewing Ontario's electricity market design. The plan will allow the IESO and stakeholders to address known challenges with the existing design while also laying a solid foundation for a more dynamic energy market to meet future needs.

Smart Metering Entity -Third Party Access Implementation Plan

In its role as the Smart Metering Entity (SME) for Ontario, the IESO is seeking input to inform an implementation plan that provides interested third parties access to de-identified meter data available in the province’s Meter Data Management/Repository (MDM/R).
