To ensure that Save on Energy programs achieve their intended goals, provide value for ratepayers and identify opportunities for continuous improvement, the IESO regularly measures electricity savings and demand reductions from each program in market. Program evaluations generally include market assessments, process evaluations, retrospective outcome/impact assessments and cost-benefit evaluations as per the IESO Cost-Effectiveness Guide and IESO Cost-Effectiveness Tool.

EM&V Protocol (v4.0)

The IESO recently updated its industry-leading Evaluation, Measurement and Verification (EM&V) Protocol. This is the most significant update to the protocol since it was first released more than 10 years ago. The IESO has been an industry leader in EM&V since Ontario began delivering energy-efficiency programs in 2007.

 

The EM&V Protocol is used by program evaluators and program administrators to ensure conservation and demand management programs achieve their intended goals, to enable the development of verified energy and demand savings results and to facilitate adjustments to programs.

 

The updates include new and revised evaluation methodologies, concepts covering new types of energy-efficiency programming, and it boasts a streamlined, easy-to-read structure.

 

The evaluation reports below are produced in accordance with the IESO EM&V Protocol  and present energy and demand savings, as well as, recommendations for program improvements. Responses to the recommendations for program improvements are also available on this web site.

Evaluation Reports

The 2021-2024 CDM Framework achieved 367.7 GWh of net verified energy savings and 48.5 MW of net verified peak demand savings during its first two years (PY2021-2022) of implementation that persist to 2026. Evaluation processes provide confidence that energy efficiency is a reliable resource for system planning that persists on average for more than 10 years. At less than three cents per kilowatt-hour, energy efficiency is one of Ontario’s most cost-effective and enduring energy resources.
