A working group is a time-limited vehicle for stakeholder engagement to address a specific initiative in greater detail. The duration of a working group is directly tied to the resolution of the initiative under review. The creation of any new working group is usually limited to those established through a stakeholder engagement plan. This plan, or terms of reference for the working group, will clearly describe the group's purpose, objectives, and estimated duration.
